Tiered VRC Project Screening 

Justification​
  • Relying on the essentials of the full VRC Framework, provides a climate rationale that remains more robust than conventional adaptation frameworks 

  • At the same time allows for a flexible, client-specific approach that avoids overcomplexity where possible

  • Tier approach can be applied sequentially, providing specific guidance to enhancing climate rationale sharpness with upward tier movement

VRC Project Tier System

 

Tier 0: A climate-rationale and quantification-feasibility screen using an MDB-style context-intent-direct-link test, explicit treatment of non-climatic drivers, and a simple assessment of whether the project is likely to be suitable for Tier 1, Tier 2, Tier 3, or not suitable for VRC quantification at all. Tier 0 should not generate VRCs or quasi-credits.

 

 

 

Tier 1: A conservative deemed-AIC route for smaller, simpler, and more repetitive interventions where standardized reference-loss schedules, climate-attribution fractions, and explicit uncertainty haircuts can support rough but disciplined comparability.

 

Tier 2:  baseline and additionality logic closer to AF and GCF, with clear statements on hazard, exposure, vulnerability, response, and business-as-usual distinction, and allow simplified scenario-based quantification using local evidence.

 

Tier 3: Fully monetized avoided-impact-cost modelling for projects seeking stronger claims, premium pricing, or larger credit issuance. In other words, HGF should keep its sharpest blade, but not ask every project to use it at the entrance gate.
